OVER REVIEW OF THE PROCUREMENT CELL

After promulgation of the MTI Act proper procurement cell was established from 20th august 2015. Prior to the procurement cell all the purchases were made through respective stores as detail given below

Due to purchase process through concerned stores not only the purchases were delayed through tender the patients were suffered. The emergency was covered through quotation as well as local purchases resulting the cost were not economical with compare to tender rates.

BIDDING DOCUMENTS

There were no bidding documents in this institution. The bidding documents were prepared through a constituted committee. The bidding Documents were prepared on lots for each category supply as detail below

The bidding documents for lot-1 was prepared against the purchases of bio medical equipment with technical marks 80 and 20 marks for financial criteria wherein the mandatory as well as product and company evaluation were made for quality and economical purchases, with best evaluated bid. The relevant lot was prepared with complete bidding documents for the procurement of surgical instruments and laboratory items. all the mandatory documents were asked as well as past performance in the govt after checking the samples and market experience against  the quoted  items were evaluated with the passing marks of 70%. The lowest quoted rates from the responsive bidders were approved. Copy of bidding documents Annex – B

The relevant lot was prepared with complete bidding documents for the procurement Regent/Kits. All the mandatory documents were asked as well as past performance in the government after checking the samples and market experience against the quoted items were evaluated with the passing marks of 70%. The relevant lot was prepared with complete bidding documents for the procurement of Furniture, Stationary and printing. All the mandatory documents were asked as well as past performance in the government after checking the samples and market experience against the quoted items were evaluated with the passing marks of 70%. The relevant lot was prepared with complete bidding documents for the procurement of Equipment for Electro medical Workshop, office equipment & General items. All the mandatory documents were asked as well as past performance in the government after checking the samples and market experience against the quoted items were evaluated with the passing marks of 70%. The lowest quoted rates from the responsive bidders were approved. Copy of bidding documents Annex – E

The relevant lot was prepared with complete bidding documents for the procurement of Drug Items and non-drug items. All the mandatory documents were asked as well as past performance in the government after checking the samples and market experience against the quoted items were evaluated with the passing marks of 70%. CONSTITUTION OF COMMITTEE

Prior to Procurement cell there was no Technical Evaluation Committee in this institution. The following committees were constituted for smooth and transparent purchases for the Institution

Technical Advisory Committee

All the demand scrutinized by the concerned committee and then got approval by Competent Authority.

Technical Evaluation Committee

The committee evaluated the tender according to criteria laid down in bidding documents

Purchase Committee

The Committee got approval against all the purchases on the basis of TEC reports.

Inspection committee

The inspection committee is functioning through concerned store for inspection of supplied material

APPROVAL OF RATES THROUGH TENDERS

Prior to Procurement cell the tenders were not finalized resulting the institution suffered. Presently all the tenders including Medicine, Electro medical Equipment are finalized after completion of all the codal formalities well in time. Due to approval of rates through open tenders with proper competition the purchases on single and three quotations were reduced. Furthermore with comparison on previous rates the cost and quality of several items are much better due to fair competition through several committees The different tenders floated by Procurement cell was finalized within possible shortest time after giving opportunity to all the bidders to participate in the tending process freely and fairly resulting there is no single litigation case against the Institution at this stage.

INDICATIONS OF BRONCHOSCOPY

PREPARATION OF SPECIFICATION

Generic specification against all the purchases was prepared in the bidding documents for participation by the interested bidders. After opening of Technical bids proper marking are given through constituted committee as well as concerned end users

ADVERTISEMENT

The Procurement cell advertise the tenders combined for all purchases according to laid down procedure of advertisement policy in leading news papers resulting. Instead of store wise advertisement there was a saving of time as well as advertisement charges.

Prognostic

Especially for those patients having endo bronchial tumors receiving chemotherapy, radiotherapy. Whenever required by the concerned department.
